Responsibilities:
- Provides services to employees to answer their benefit questions, resolve problems related to access to or payment of benefits, orient newly eligible employees
- Maintains employee pay and benefits data in automated human resources information systems.
- Coordinates transfer of data to external vendors, plan providers, auditors, and consultants.
- Negotiates and contracts with benefit plan providers, vendors, auditors, and consultants for services, premiums, and plan administration.
- Prepares and communicates information to employees about benefit programs, procedures, changes, and government-mandated disclosures.
- Analyzes and evaluates services, coverage, and options available through insurance and investment companies to determine programs best meeting needs of organization.
- Prepare detailed job descriptions and classification systems and define job levels and families, in partnership with other managers - TBC
- Prepare or recommend budgets for personnel operations.
- Prepare personnel forecasts to project employment needs.
- Study legislation, arbitration decisions, and collective bargaining contracts to assess industry trends.
- Direct preparation and distribution of written and verbal information to inform employees of benefits, compensation, and personnel policies.
- Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to employment, compensation, labor relations, and employee relations.
- Design, evaluate and modify benefits policies to ensure that programs are current, competitive and in compliance with legal requirements.
- Analyze compensation policies, government regulations, and prevailing wage rates to develop competitive compensation plan.
- Mediate between benefits providers and employees, such as by assisting in handling employees' benefits-related questions or taking suggestions.
- Fulfill all reporting requirements of all relevant government rules and regulations.
- Maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates.
- Negotiate bargaining agreements
Compensation:
- Complete monthly payroll for employees and submission to CPF board.
- Submission of NS Make-up Pay Claim for Employees on Reservist.
- Make monthly reconciliation report on total compensations to clarify the difference.
- Complete the final compensation and severance allowance for leaving employees.
- Execute monthly payroll and coordinate with Finance to ensure timely and accuracy remittance for employees every month.
- Assist HRAM / Country Manager in participating in salary and benefit survey.
- Evaluates jobs for developing compensation and benefits program.
- Submit monthly report (manpower) to HRAM or other report related to manpower whenever required.
Personal Income Tax:
- Compile annual personal income tax finalization for employees, or expatriates and report to Tax Department.
- Contact Tax authorities and prepare tax declaration IR21 for resignation of expatriates employees.
Regional Alignment
- Implement and roll out Regional HR processes and alignment to the wholly-own countries – currently Singapore, India and Australia
- Work with respective country HR to ensure policies and processes are consistent and aligned with Regional.
- Periodical checks on HR processes in each country.
Others
- Follow up and record the new hires’ compensation structure.
- Assist to make annual salary survey.
- Update and record the job evaluation for all jobs in company.
- Assist all activities related to HR or company events or any requests from immediate supervisor.
Requirements:
- Candidate must possess at least a Bachelor's Degree, Post Graduate Diploma, Professional Degree, Business Studies/Administration/Management, Human Resource Management or equivalent.
- Required skill(s): epe core, payroll, compensation and benefit, Tax Computations.
- At least 3 year(s) of working experience in the related field is required for this position.
- Preferably Junior Executives specializing in Human Resources, Hotel Management/Tourism Services or equivalent.
